Our legislative system at work. One party proposes a stupid law. (Man: H.R.3018, the institutional insipidity revenue act of 2003, will save America $40.) The other party countries with a more extreme version of the bill. (Man 2: They're killing us in the polls!) (Woman: Don't worry- we'll steal the issue from them.) The stupid bill is signed into law. (Man 3: It's great to see the spirit of bipartisanship result in smart legislation!) After the law causes problems, the opposition party blams its rivals for its dumb idea. (Woman: Their bill cost taxpayers $85!) The majority party counters that the opposition is to blame for failing to offer an alternative. (Man 1: They knew it wasn't gonna work but they went along anyway!) One party propses a law to repair problems caused by that earlier stupid law. (Woman: So H.R.3019 will reverse the follies of the past and save America $300!)
