According to the US Citizenship and Immigration Services, people are born U.S. citizens if they are born in the U.S. or their parents are U.S. citizens. That unquestionably covers McCain and Obama. The only question is “natural-born,” which just isn’t defined, but who cares? Apart from the Birthers, that is?
Congress has since introduced legislation that would define children born to citizens serving in the armed forces as citizens regardless, which would settle some of this.

My daughter was born in Stuttgart Germany. She was registered at the American Consulate as “US citizen born abroad”, that’s all, no “natural” even mentioned.
