Bush made the final decision. If he didn’t have enough moral character to do the right thing, why should we blame others?

I think Bush’s only decision was to do whatever Cheney and Rove told him to do.
He didn’t have the intelligence nor forcefulness to do otherwise.

Most don’t notice that even Cheney was a protege of Rumsfeld, along with many of “the gang”.
