Buckles, just chew yourself loose from the leash and give Scrappy the what-for.

Scrappy ……. You “DO” realize that Buckles “WILL” ……. get free ……… someday …… ;)

Buckles’ owner, Paul, should invest in an ‘invisible fence’, then the pup can go after Scrappy whenever the tree rat “pays” him a visit.
