Ladies aren’t usually bothered by the occasional wandering eye as long as it settles regularly on them. It’s when they never get the look that they (understandably, really) begin to wonder (and you don’t want a wondering woman, trust me on that). Never pass up the opportunity to ogle your soul mate. She will be annoyed and shoo you away but inwardly she will enjoy it and will feel much less threatened when your eyes make a foray elsewhere.
The day we (both men and women) stop looking is the day we die. There is nothing wrong with appreciating beauty. Acting on it can be a different story, however.

I work in a grocery store and see attractive women every day, and with the weather getting warmer they are wearing less every day lately
