What kind of race track? Horses? Dogs? Bicycles? NASCAR? Why would a squirrel be crazier at a race track than anywhere else? If it were a dog track, I can see how that would make the participants crazy…
Also, I think Sophie’s comment is more of a simile than a metaphor. A metaphor along those lines might be “The squirrel of weather runs crazily around the race track that is early November.”
