Why is the narration box in P1 talking about “the best laid plans…”? That surely doesn’t apply to Gil’s “strategy”.

What’s this strip coming to? In the first two panels R&W are talking about plans being laid and the opposition making passes. Is this an allusion, a metaphor, a simile, or a parable? Mrs. Brown’s English class wants to know.
