I think commenters are overthinking it. I see the comic as merely saying that with Kelly at the helm he’ll use his vast experience and discipline in the military to finally plug the constant leaks.
I think that at lest some of the leaks are because the Nurnberg Trials established that, “I was only following orders,” is not a legally acceptable defense.
