Covering the cost of the cart fix will, sadly, tap the remains of ol’ Rufus’s winnin’s, but what a glorious feeling ! He might even have a couple bucks left over to buy a new jug !
He may or may not have enough funds left to pay for the cart. However, Rufus was not (unlike Joel) thinking things through, and so it is possible that he gave enough of the money away already so that he does not have enough left to cover the costs of the fix, let alone a new jug, or a little bit of pipe tobacco for Joel.

It feels very sad that Rufus is being rather short-sighted and is not really thinking a whole helluva lot about Joel other than that he cannot get a cart ride from him.
