I have never seen any explanation for why that would be one’s preferred choice. Over is clearly the better choice, for the following reasons:
• The end of the roll is easier to find – with the over method, the end is typically on the user’s side and not hidden by the TP roll itself.
• With an over roll, the method for unrolling more TP is to pull the top of the roll toward the user, a more intuitive action than pushing the top away or pulling the bottom of the roll toward the user.
• Assuming that the TP roll is mounted below the eye level of the user, the end of the roll is only visible if it extends well below the roll itself. This increases the likelihood that the weight of the exposed TP will cause the TP to “self-unroll”. (Note – if the end of the roll is resting against the wall, then the wall’s coefficient of friction could negate this concern.)
