For the same reason they say, “not to offend you” right before being offensive.

oops!“not to be RUDE” ….

Because they think it somehow excuses their bad behavior. Similar to saying “I was just joking!!” after they insult you.

Because they are mischievous losers.

Far be it from me to say anything negative, but…

bottom line, because they’re too cowardly to take responsibility for their offensiveness or rudeness.

I’m more accustomed to people uttering “no offense” right after saying something offensive.

For the same reason they say, “You look good … for your age.”
