Actually, that’s pretty close to what Bogart’s character Rick says when Sam first plays “As Time Goes By” after Ilsa requests it. He storms across the bar and says, “Sam, I thought I told you never to play …” and then he sees Ilsa at the table.
I’m guessing this is the later scene after the club closed, where Rick told Sam to play the song.
