Really low IQ? I’d love to see the empirical evidence for that bit of information. He was a racist, closeted homophobe, who went out to of his way to keep power. I don’t think he could have amassed so much if he wasn’t smart.
Hoover is ancient history. The Snowden affair demonstrated the government is quite willing to snoop on everybody and resulted in increasing use of good encryption. Now they want Apple to create a hook into the system so they can get back to snooping on everyone.
J. Edgar would drool all over himself with the “Patriot Act”, that opened the door, front, to all the creepiest, noisiest, mostly political appointees (ultra-conservatives in the main), who have run these agencies that snoop.
Every door should at least have a lock, with a well guarded key, that protects our rights, from flame throwing radicals using such as “Red Menace” to “Radical Islam”, out to burn the Constitution while claiming to defend it.

You need to go back further than Hoover. The FBI got a huge boost out of Prohibition, fighting against that “demon” alcohol.
