He can tie them because he’s a cartoon character in a universe where talking dinosaurs wear tennis shoes with laces; if Mama says she told him to tie them, obviously she had reason to believe he’s capable of doing so. If the joke is that he couldn’t possibly tie them because of his short arms, then he probably couldn’t have put them on either, and it wouldn’t be logical for Mama Dinosaur to have bought them for him at all, so the whole premise is weak and the joke is pointless.
If there’s something else at work here that’s meant to be funny, would someone please explain it?
