There are more Puerto Ricans in the states than current the population of the island. Those who stayed are the poor and the elderly or those without a college degree or technical skills. Tax breaks to attract wealthy retirees has placed the tax burden on those who are least able to contribute. The young and educated continue to leave making the problem worse. I would be delighted to hear a workable solution that would halt the degeneration.
