Teens gawking at teens is perfectly normal and legal. Now if a grown man were by himself and lurking outside the fitting rooms at Justice or Gymboree, THAT would definitely be a problem.

I thought that a lot of shopping malls had laws about unsupervised children (under 16, I believe) not being allowed.
