Who was the character on the “60’s” cartoons that griped and whined all the time? They’d go ‘oh wowsy wowsy woo woo’ or something like that in this real ‘moany’ tone of voice. .This wasn’t one of the ‘good’ Warner Bros cartoons. It was one of those cheap ‘later’ ones. Don’t recall who produced those. .Any way that’s how Torti comes across today.
