The issue is NOT PROSECUTING families who may pay ransom and negotiate with kidnappers. The communication with kidnappers from the government can well be the same as with the Merske Alabama; A SEAL TEAM!
While Mexico and other South American countries have long had problems with kidnappings that common extortion is pretty rare when regarding Americans. That won’t significantly change, and ISIL or other running out now to find and seize Americans, is just more fear mongering on the right, who seem to be afraid of everything from nuclear war, to mice in the cupboard- ending the world.
