I don’t get it. I usually smile at Betty, but I don’t get what’s mean to be funny about this one. Could anybody explain?

Maybe SHE was looking at the beagle’s owner.
I also like belgian shepherds, which have a certain look of ‘the beast is at loose, let’s gather a party and track him down before dawn’
Since it was a beagle they saw, maybe it was the “neighbor’s” famous black and white one.
Dogs do give you the excuse to stop and catch your breathe all the while making friends with the dog. I have many dog friends, know all their names just don’t ask me what their human’s name is, I can’t remember. (and I have asked)
