I built one just like that when I was about 8 or 9. The body was an orange crate. I nailed it onto a 2X4 and nailed another 2X4 onto that for the front axle. I got the wheels off of an old baby carriage and used a rope for steering. I was the first in my neighborhood to have one and it started a craze. All the other kids started making them.
