In centuries past, kingdoms built watchtowers and battlements at the approaches to their realms to protect those within. Here in New England, the kingdom of New Hampshire (with no sales tax!) has constructed huge shopping malls right on its borders with its neighboring states, and weakens her towering competitors by sucking millions of dollars out of their life-systems.
Not really serious here, SFC; just poking fun at my northern neighbor! Years ago, when the big mall in Nashua NH was being built, they found out that part of the anchor store, Sears, was jutting into Massachusetts! The builders then lopped off that part of the structure, because the owners KNEW that upon opening day, Mass. IRS officials would probably be there, demanding that any purchases made in that part of the store SALES TAX would be due! Good foresight: Mass. would have done it!
