I remember back in the ’50s before dog tie-ups were in place in the US, there were many dogs being killed and maimed as a result of chasing cars, to say nothing of the need to watch where you were stepping, even in the grass of homes with no dogs. And, many more dog bites, though perhaps not often with such serious consequences as we see today.
You’re a dog! You don’t have to work or commute or pay taxes… You don’t have to worry about Putin or ISIS… Your food is free and you don’t even get in trouble when you steal the sausages!

Each place has there own rules Fred. You already get to run without your leash a lot of times for that is how you get all those sausages !

Most dog owners here in England seem to feel that those ‘dogs on leads’ signs apply to all the other dogs.
Same for the ‘clean up after your dogs’ laws.
So good on Fred’s owner for keeping Fred on a lead when required!
