The threat was exaggerated to keep the population docile and compliant. The leaders knew that neither side would use their missiles. Do you think government lies started with Nixon or Reagan or Clinton or (either) Bush? No.
Kennedy didn’t get Kruschchev to take the missiles out of Cuba until he agreed to take our missiles out of Turkey (as close to them as theirs were to us). The American public didn’t know about those missiles in Turkey. Hell, even Kennedy didn’t know there were missiles in Turkey until after the crisis started.
