Part of the reason not to declare those obsolete/outdated/worthless shells was that they were stamped Made in USA, and or purchased from USA. (Thank you Don Rumsfeld and Dick Cheney!).
An obsolete and unusable munition is NOT a WMD, just as was reported long before 2003. But of course old MIG aircraft buried in the dirt, were also a great threat.

We always knew that they had WMD. We could prove it because we kept the receipts.
