Biden was simply correct that massive funding has come to terrorist groups from the countries he mentioned. Though it was “citizens” making the contributions, not “the state”, those same states did nothing to stop the flow of funds to those multiple terrorist groups. That makes them complicit in the terror.

BTW: we shouldn’t be going into Syria, but targeting more selectively in Iraq is fine if they “ask nice”.(Iraq that is.) But the REAL answer is for the U.S. to get out of the Middle East as a military force.
