    From what I understand, the main mission of the soldiers being sent over is to build and operate medical clinics to help the overloaded local facilities.

    Two things

    The US Army, in fact, has a department that deals with diseases such as Ebola. It’s called USAMRIID, and in 1996 it was called on to deal with an outbreak of Ebola in a monkey house in Reston, VA. ( Source: The Hot Zone by Richard Preston. )

    The Soviet bio-weapons division, Biopreparat once tried to hybridize the Ebola and Smallpox virus. They didn’t fail, they just ran out of funding when the Soviet Union collapsed.     Deaths from rabies, worldwide- 55,000 annually. Thanks to CDC and other agencies and individuals in the U.S. HUMAN deaths are extremely rare, mostly spread to humans by bats, but occurances ARE increasing again (habitat issue). Control only costs about $300 million a year in the U.S..
