As “leadership” is being blamed for this, with some justification indeed, we need to look at the impacts of “Homeland Security” reorganizing our whole security structure, adding 33 new agencies fer instance, and really, really, mesing up a bunch of agencies. And Congress (in the House) writing funding legislation that mandates how funds will be spent, micro-managing agencies from Congress, hasn’t helped either.
