Batman springs into action to battle the Penguin, the Joker, Poison Ivy, Mr. Freeze, etc., by allying himself with Bane, Catwoman, Harley Quinn, the Riddler, the Scarecrow, etc., etc.
Pull U.S. out, including Saudi Arabia, and let them fight it out.
