Having known a cockatiel, while these birds cannot put words together into sentences, they do communicate by using the words or phrases they copy from you in context.
Notice how wild birds are communicating all the time, warning of predators, exulting in nice weather. Cockatiels (and parrots, I assume) can copy the calls of their human associates, and try to use them in context.
