This cartoon was written after reading an article about coworkers who thoughtlessly talk down to “disabled” workers as if they are inferior or not fully adult.
I had a friend in that condition. He always claimed he was not handicapped, but crippled. He refused to use “handicapped” parking spaces on grounds that others needed it more than he. His nickname was “Hotwheels”.
