Maybe IRS is after that woman for taxes.

No, “that woman” is Angela Merkel and in the cartoon she’s holding up the CD from Hervé Falciani who is touting 1500 names on it for €2.5 million. These names are of Germans sheltered by Swiss bank secrecy laws. Their IRS is after their own citizens. The German government has bought names stolen from Liechtenstein before. Hervé Falciani is a whistle blower from HSBC’s arm in Switzerland. The Swiss are understandably upset as they view the list as stolen property. If the CD is bought, the German “Tax sinners” might now be held to book for possible tax evasion. To the tune of €100million.

^ Not sure. I know of both stories but I don’t quite see the connection in the cartoon. Perhaps the way Merkel announced her government’s intention.
