Don’t be foolish, dude. Bush (and the GOP more generally) recommended “voluntary pollution control” for industries. Which means, in practice, zero. (Bush’s supposed hometown of Crawford has terrible pollution and pollution-related illness rates.) So not everyone cares, as long as they aren’t affected.
