I guess those people never learned to avoid messing around with strange dogs. Unfortunately there are a few that are bad-tempered enough to bite friendly children.
Never pet a strange dog unless its human says its ok. You dont know if the dog is blind or deaf or startles easily. .On the other remaining hand….they do like to be talked to nicely.
