From the lady’s hair style and and dress – I would guess that this is somewhere in the 50s. Also, the lady is out and about without a hat. And it look like her husband in the backseat is not wearing a hat either. Mutt and Jeff are still wearing hats – but it seems to me that Mutt and Jeff ALWAYS wore hats when they were out and about – in spite of the fact that, at some point, most folks gave up wearing hats when they were going out.
