The way management was structured at Zenith (where I worked almost 10 years) was so bizarre that I was surprised they EVER made a profit.
In general large corporations seem to splinter off divisions that are left to their own devises and to make really stupid decisions if they choose. As the only Facilities person in charge of ventilation (and exhausts) over the whole thing, I dealt with many department heads (especially in research) OH, the stories!
