Been there. Had a project for a manager three levels up. Went directly to him to find out what he wanted. Did it in 20 minutes. He said it was exactly what he wanted. Then he asked that I run it through the managers in between. Took two weeks to get it back to what I had done in 20 minutes.

It is kind of hard to go thought the chain of command when all the links are broken.
