More money and attention is spent on folks who don’t vote to try to win their vote them to vote than on folks who do vote.

Nope, I’m not kidding. More money and time is spent on those who aren’t voting, either because they just reached voing age and their being encouraged to vote for the first time or because they haven’t voted since they reached voting age.
