Back during the Carter administration, a joke in circulation had a typical Soviet subject ordering a washing machine from the huge Soviet superstore in Moscow. “Delivery in 20 years,” he was told brusquely. “Morning or evening?” he asked. “Delivery in 20 years!” the apparatchik reiterated, “what you mean, ‘morning or evening’?” “Cable guy coming in morning!” he replied.
