Drug addiction happens most when you have availability of the drug in question, willingness or persuasion to “try” the drug and money to pay for the drug once hooked.
Arresting drug dealers is an attempt to reduce avaiability and temptation.
Drug danger awareness and JUST SAY NO type campaigns work on the willingness.
Nothing you can do about the third since an addict will get money by theft, robbery, sale of personal items and renting out body. Drugs by any means necessary.
    Ultimately all fail.
Repugnant but best way to deal is make these addictive drugs available everywhere at actual cost or free in sellect locations so users would not be on the street while still incapacitated. (Include alcohol on the list.) Pushers would make no money off hooking people. No need to steal if you could afford the drug of choice. Drug purity and equipment quality could be assured.
Many would still die but not take others with them. A reduction in pushers might reduce new addicts and ultimately save lives.

Any idea how it’s worked out in, like, the Netherlands? (Of course, their circumstances are somewhat different from ours.)

Why is it with hundreds of junkies dying from overdoses monthly and society looks upon them with scorn and says, “just another junkie getting what they deserve.” But some actor or artist does the same thing and Oh dear such a loss, never hear them called a stinking junkie.

Because when a person who had shown talent dies, we recognize there is much more he could have done, whereas when a person who has done noteworthy with his life dies, we assume he never would have and that his death is no great loss.
I have long wondered if all unemployed were given a free education in say biology or medicine, would some of them make great breakthroughs in biology or medicine?
How much do we miss because we are not looking?
I have known some verybright people
