Question for Star Trek experts: in TNG, all scenes aboard the Enterprise include a faint but audible rumbling in the background. In TOS, no such rumble. So, in the twenty or so years between the two story lines, somehow the Federation’s starship builders forgot how to make quiet ventilators??

Maybe they could transfer from DS9 to Babylon 5, especially now that it’s been proven on io9 that Paramount/Warner swiped much of Straczynski’s work to create it.
