The right to vote is a right of citizenship that must be allowed to all adult citizens with equality of access (14th Amendment) that cannot be denied or abridged on account of race (15th Amendment), gender (19th Amendment) or age if 18 or over (26th Amendment).
This is an inherent right of citizenship. Period. The burden of proof is NOT on citizens to prove their rights of citizenship (in this case the right to vote; “show your papers!”); the burden of proof would be on anyone challenging the qualifications to vote.
Voter ID laws — especially those that are biased against PROgressive constituencies (accepting photo state-issued ID’s such as hunting licenses that favor gun-loving CONservatives, but not state-issued photo ID’s at state universities of PROgressive college students — attempt to put the burden on citizens to prove their rights rather than on the state to challenge them if probable cause to do so exists.
