Well, seeing as it is congress that actually “decides” (not never, but certainly rarely) to spend any money in D.C. regardless of the obvious needs of the people, you can lay the blame directly at their feet. Any spending bills that are approved by the DC city council and mayor (and even people) have to go through Congress to be appropriated. So, in fact, it is the U.S. Congress that isn’t interested in working (certainly not themselves and “hey!, who needs jobs?” since they get paid whether they actually do any work or not).
