The problem with moving Afghanistan from poppies to mining is that you have a bunch of independent farmers who have at least some chance of making money who would become hourly workers making somebody else rich.
True, you may have more hourly workers employed than before, but it’s hard to see the incentive for a guy who can own his own farm and turn a good profit.
Plus, there really is no reason why they won’t pursue mining and poppies.
