2/3 seems a bit much. I suppose it must be true or Rall wouldn’t say it though. Probably.
I fall into the 2 and 3 categories, depending on which direction I come at it. IMO, the federal payment was pretty good at “fast” and pretty bad at “fair and careful”. Of course they then ignored the whole thing until it was a crisis again. Here in Oregon, the OR unemployment checks are STILL not coming for a significant fraction of those who lost their jobs. Despite hiring a myriad of workers (who, presumably are working slowly and interfering with their trainers) and replacing the director, who was well worth replacing, though I do think he was made the goat.
