He did a Nixon on the Federal budget, keeping it flatlined and pretended he could not see the state governments picking up the slack and growing their budgets hugely. He also largely ignored the Great Mississippi River Flood of 1927, which allowed for vast human suffering under his administration, with more than 200,000 persons of color forced to live for long periods in tent city relief camps.
