It is an ASPIRATIONAL STATEMENT OF LONG RANGE GOALS.
It is a NON-BINDING RESOLUTION. As such, because it is not a law, it requires neither the assent of the Senate or the President. You know, a resolution. Like a resolution to honor someone in a congressperson’s district, or to express good feelings about something.
