It seems that those who actually READ the Mueller report — both Democratic and Republican — are the ones who conclude that high crimes and misdemeanors have been committed and that the only legal, rational and ethical path forward is to open the impeachment inquiries.

Courts have no involvement over the direction of the impeachment process (other than that the Chief Justice of the Supreme Court presides procedurally over the Senate trial) nor can an impeachment conviction be appealed (Trump’s suggestion that the courts might intervene demonstrates unprecedented Constitutional ignorance).
