We’ve come a long way since the 1920s when Sec of State Henry Stimpson said “Gentlemen do not read each other’s Mail.” As long as diplomats have to negotiate with other diplomats, countries will want to know who’s in, who’s out, and the limits other countries might go to – as allies or enemies.
