How about life style-based healthcare? If you’re overweight, you pay more. If you drink, smoke or do drugs, you pay more. If you don’t exercise, you pay more. And maybe some mandated individual fiscal responsibility? Neither Social Security nor Medicare were/are designed to be “depended on”, i.e., the sole income of the recipient.
I know… I know… hard to implement, hard to track, hard to enforce.
