I remember many years ago when a classmate who was Latino admitted that he failed his Spanish course. Someone said “How can you flunk Spanish since it’s your native language?” His comment was “How can you flunk English when it’s your native language?”

Then General Eisenhower (later President Eisenhower) was impressed with it and developed it around the U.S. Nuclear had very little input when this system was conceived. The military was figured in when Eisenhower conceived the system. As a retiree of my state’s transportation department. very little would be achieved in evacuating citizens due to nuclear attack. We have trouble getting our citizens away from the coast during hurricanes. That is even when all lanes are designated one way inland.
